It shows itself under some new phasis every day. Excluded by our popular institutions from the direct route of political power, to subject to the disposal of a contriving few the acquisitions of the industrious many, the predatory class in this country art compelled to invent new systems of extoriion. The great contrivance of the present day is the double-geared machinery which monopolises the money-making power by bankine privileges, and which then monopolises (he trade of the country by that command of the currency, which controls the prices and markets of its great staples. Monopoly, no matter what form it takes, stripped of its disguises, is nothing but naked despotism. The despot simply sends his tax-gatherer among his subjects, to take from them such portion of their earnings as he thinks tit to appropriate. This has always been effected in such a way as barely to leave the producing classes a subsistence, while the excess beyond this is distributed among the minions of the court, after the luxury and ostentation of royally is supplied. Nalions have always degenerated under this system, because, when the people perceive that they are robbed of all their earnings save that which is sufficient to feed and clothe tjem coarsely, they diminish their efforts so as merely to accomplish that object; and, in the end, it is only the oppressor's lash which drives an enslaved population into every field of labor. British oppression in India thus appropriates the toil of the millions of that region.
