Volume II has [8], 360 pages. Appendices. Index. Some wear, scratches, and staining to covers of both volumes. Parts of slipcase cardboard stuck at bottom of covers. David Franklin Houston (February 17, 1866-September 2, 1940) was an American academic, businessman and conservative Democratic politician. He served under President Wilson as the 5th Secretary of Agriculture and the 48th United States Secretary of the Treasury. Under President William McKinley he was on the board of visitors of the U. S. Military Academy. Later in life, he was an overseer of Harvard University and a Trustee of Columbia University. Houston came to the Treasury Department as WWI was ending and his tenure was marked by controversies over monetary policies. He was ex officio Chairman of the Federal Reserve Board. According to a New York Times articles in 1926, reviewing this work, "...many considered him the ablest man intellectually in the Wilson Cabinet..."
