The past year's operation have resulted more favorably in this respect than was anticipated. The season has been one in every respect favorable to a reduction in expenditure; neither breaches, freshets, or other extraordinary Occurrences requiring unusual outlay, have taken place. During the present season, contracts have been entered into for the reconstruction of two of the locks near Portsmouth, and for rebuilding the woodwork of the Walhonding aqueduct, at Roscoe. These will constitute the principal items of repair for the next year. The aqueduct will be ready for the opening of navigation in the spring. The completion of the locks must be deferred until later in the season, on account of their being situated between high and low water mark in the Ohio river, which precludes the removal of the old, and the laying of the masonry of the new locks in the spring. Under an act of the General Assembly, passed at its last session, the Board has been called upon by the corporate authorities of the town of Portsmouth, to cause an estimate to be made of the cost of constructing a new work terminating the Ohio Canal on the east side of the Scioto river. In accordance with this call, the line of the proposed work has been surveyed, and an estimate made, which shows the probable cost of this work to be about two hundred and sixty-one thousand dollars. MUSKINGUM IMPROVEMENT. No interruption to the navigation on the Muskingum Improvement has occurred during the past year, except for a few days between Zanesville and Symmes' creek on account of the pool being drawn down by the mills at Zanesville.
