Bei der Eige1iartigkeit dieser Epidemie traten die alten Gegensatze in Bezug auf die wissenschaftliche und organisato rische Seite wieder einmal schrofi' hervor. Es musste diesmal auch weiteren Kreisen zum Bewusstsein kommen, dass die ofi'entliche Gesundheitslehre nicht nur die wichtigsten socialen Aufgaben enthalt, sondern dass sie diese Probleme auch nach der organisatorischen Seite oft in unerwarteter Weise beleuchtet. In dem harten Kampfe, der nach dieser Hinsicht zwischen der von Hamburg vertretenen Autonomie und der von Berlin aus gegen Hamburg geltend gemachten Bureaukratie entbrannte, wurden zun???chst die Mangel der Autonomie in schrofi'ster Weise bloss gestellt, w???hrend die andere Richtung vielfach gar zu sehr im Gewande diplomatischer oder politischer Hygiene auftrat. Ich habe versucht, die zu Tage getretenen Schw???chen objectiv zu ermitteln und darzustellen, in der Hoffnung, dass diesmal diese groben Winke der "polizei der Natur nicht so schnell wie sonst vergessen werden.
