Esta formulaci???n y ejecuci???n de las pol???ticas p???blicas debe realizarse dentro de un marco jur???dico preexistente y supone, a la vez, la sanci???n de nuevas normas, que se expresan de manera secuencial en planes, programas, proyectos y gesti???n administrativa.Nuestro estudio se circunscribe a cuatro de los pa???ses productores de petr???leo de Am???rica Latina: Brasil, Colombia, M???xico y Venezuela, . Son estos los de mayor producci???n y detentas, adem???s, el 20% de las reservas petroleras mundiales, mayoritariamente en Venezuela.
