Von einem "Verfassungsvertrag" ist allerdings nicht mehr ausdr???ck-lich die Rede. Die Regierungs- und Staatschefs setzten sich als Ziel, "die Europ???ische Union bis zu den Wahlen zum Europ???ischen Parlament 2009 auf eine erneuerte gemeinsame Grundlage zu stellen". Im Klartext soll die Formulierung bedeuten: Der gescheiterte Verfassungsvertrag muss ???berar-beitet werden. Damit soll die EU den Weg aus der Krise finden, in die sie nach den ablehnenden Referenden in Frankreich und den Niederlanden 2005 geschlittert war.
