For instance, in this volume the reader will see how unreliable and equivocal are the German police authorities on the subject of prostitution. They were asked, in different towns of the empire, what houses of ill-fame were known to them; and in many instances the chief of Police replied that there were no such houses existing in his town or city - a state ment which amounted to nothing but a deliberate and wilful un truth, as is hereinafter conclusively shown. In the matter of criminality a Swede, Dr. Sven Hedin, in the preface to his book entitled With the German Armies in the West (john Lane) makes this pronouncement I have a shrewd suspicion that criminal statistics generally will testify in favour of the Germanic peoples this in reference to what he calls isolated instances of offences and cruelty in an army of several million (german) men. To this superficial chronicler may be commended a perusal of the chapter headed Crime and the Criminal in this work.
