Vamos a discutir, por lo tanto; el Tratado sin que nuestro propio Delegado haya tenido posibilidad de informar a nuestro Gobierno. Pensemos, adem???s, que si algunos d???as se hubiera demorado la discusi???n del Tratado hubieran podido los Congresistas, especialmente los Representantes, aprovechar los estudios t???cnicos y jur???dicos que precisamente sobre el Tratado de Par???s, en relaci???n con Cuba, habr???n de ser le???dos ante la Sociedad Cubana de Derecho In ternacional, Sociedad formada por personas dedicadas al estu dio t???cnico del Derecho Internacional y presidida, precisa y dignamente por nuestro Delegado en Par???s, el doctor Antonio S???nchez de Bustamante.
