Great reliance has been placed also on the excellent work, contained in the Introduction to the Local Constitutional History of the United States, of Professor Howard, of Leland Stanford, J r., University, California, whose conclusions have been in most cases accepted without question, and restated in the text. He desires also to express his indebtedness to the many friends from whom he has received most helpful sug gestions, and particularly to Professors John W. Burgess and Edwin R. A. Seligman Of Columbia Col lege, and to Doctor Ernst Freund of the New York Bar, who have read either all or parts Of what he has written. The author finally desires to call the atten tion Of his readers to the fact that in all Of the cross references made in the text, the first volume is to be understood unless the number of the volume is given.
