It contains country profiles of 26 local governments across the Commonwealth, providing key information for policymakers and service deliverers, and helping to disseminate good practice. The country profiles set out the structure of local governments, and give a 'snapshot' of where each country is today, and indications of the direction in which it is moving. This year the profiles have a new section on electronic government. The profiles are followed by an essay entitled Local government service partnerships: a background. This flows from the CLGF conference held in Tshwane in March 2003.
