Bohemian-Americans, constituting probably a fourth of the population of Cedar Rapids, had not a member of their nationality on the first board of commissioners, yet persons of Bohemian parentage have been appointed to places in the city government on their merits, and their section of the city has received its share of appropriations for paving, water mains, street lighting, etc. One of the first things done by the new commission in Cedar Rapids was to extend sewerage and water connections to a large Bohemian Catholic church, which had never been able to secure these facilities under the former council. Nor has there been ward favoritism in Houston, Galveston, Huntington, Leavenworth, Wichita, Lewiston, or Dallas, so far as can be learned. The simple fact that every voter in the city is a constituent of each commissioner tends to correct any danger from possible overrepresentation of any one section or element of the community. Should Commissioners give their Entire Time t The members of this small board are required, in many cities, to give their entire time to their official duties, though usage on this point varies, and there is a marked difference of opinion. Sentiment in Galveston strongly favors part time, in the belief that very able men can be secured as commissioners, if they are required to devote only a small share of their attention to the city's business. On the other hand, Houston, Des Moines, and other cities require their council members (commissioners) to devote the entire working day.
