Outside of the industry, the writer is indebted to Prof. George E. Barnett for the loan of union convention proceedings from the Johns Hopkins library; to Prof. E. R. A. Seligman for suggestions concerning the form of presentation and for the final reading of the manuscript; to Dr. L. W. Hatch for preliminary reading of the manuscript; and to Mr. S. B.
