Joseph Sill Clark Jr. [1901-1990] was a Democratic Pennsylvania Senator from 1957 to 1969 and he was mayor of Philadelphia from 1952 to 1956. He was a strong supporter of civil rights and congressional reform. Although he voted for the Gulf of Tonkin Resolution in 1964, he soon became an outspoken critic of the Vietnam War.
