No College in Oxford has parted with old traditions to the same extent as Balliol. The Commissions of 1854 and 1877 did much to impose a modern form upon all such foundations and reduce them, with few exceptions, to a superficial similarity. But the revolution which they made has not gone so far as might be supposed from the text of Ordinances and Statutes. The abolition of tests, the introduction of prize Fellows and married tutors, the redistribution of endowments, the stress laid upon free competition, are reforms which, though sweeping in themselves, by no means imply the disappearance of old ceremonies, habits, and prejudices. The peculiarity of Balliol has been that she welcomed, and indeed forestalled by some years, the main ideas of the Commissioners. Thus the Commissions merely accelerated the progress of the College along a selfchosen line, and are to be regarded as no more than accidents in the course of her development. We do not wish to revive old controversies by discussing in detail each particular innovation through which the College advanced towards her ideal. She N has lost some customs and some buildings which might well have been spared, if only for their associations. The lessons of the past have not always received a due consideration. But these errors concern us less than the general tendencies which have pervaded ninety years of change and movement. The question which is really vital to our purpose may be stated thus.
