The Duke Of Noailles was obliged to exert his authority to the utmost, and even in some instances to punish recalcitrant receivers of taxes, before the order could be enforced in its full spirit; and the council was obliged to follow up this decree with supplementary de issued September 12, 1717, February 26, 1718, and June 1, 1718, before the Opposition was overcome.
