Excerpt from An Examination of the Bank Charter Question: With an Inquiry Into the Nature of a Just Standard of Value, and Suggestions for the Improvement of Our Monetary System C H A P T E R I. Necessity of a Revisal of our Monetary System. The approaching termination of the charter of the Bank of England has once more opened up the great question as to the fittest instrument of exchange for a civilized and commercial community. The publication of the evidence taken before the late Secret Committee Of the House of Commons, and the general discussion which it has occasioned in all the periodical writings of the day, have prepared the public mind for the consideration of the subject; and if they have not exhausted its depths, have suf ficed, at least, to diffuse a general sense Of its magnitude and importance. The question immediately before parliament is indeed simply that Of the renewal or refusal of the exclusive privileges of the bank; and there are persons who, whether from an aversion to the trouble of an extensive inquiry into a subject Of considerable abstruseness, or a general dislike to innovation, or in some cases, perhaps, from more questionable motives, assert that the general topic of currency ought not to be entered upon at all and would confine the attention Of the legislature to the single question Of the greater or less restrictions to which the banking system Of the metropolis ought to be subjected.
