In the strict meaning of the phrase, there is no popular vote for the President of the United States. Out Of a total popu lation Of about a hundred millions only some fifteen millions enjoy merely an indirect participation in the choice of the Chief Executive, and many Of the occupants Of the presidential Chair have been seated there by a minority of all the votes cast. These minority Presidents have included such rulers as Lincoln, Garfield, and Cleveland.
