Excerpt from A Treatise on the American Law Relating to Mines and Mineral Lands, Vol. 2 of 3: Within the Public Land States and Territories and Governing the Acquisition and Enjoyment of Mining Rights in Lands of the Public Domain In the nomenclature of the public land laws, the word withdrawal is generally used to denote an order issued by the president, secretary of the interior, commissioner of the general Tand office, or other proper officer, whereby public lands are withheld from sale and entry under the general land laws, in order that presently or ultimately they may be applied to some distinctly public use or disposed of in some special way. Sometimes these orders are not made until there is an immediate necessity therefor, but more frequently the necessity for their being made is anticipated. Hans Oleson, 28 L.
