Instead Glynn asks him to take over Percy Young's position. Ostensibly he will head the department of the Seers covering the Middle East and illegal arms shipments. But his real purpose is to track down the traitor inside the Seers. The answer may lie in an old file but Glynn denies its existence. Finally the trail leads Cooper to a white cross in a churchyard in Finland; a dead Soviet spy and a fifteen-year-old secret.
