Winthrop, Lieutenant Governor, the Honorable Council, and Legislature of Massachusetts Those who are born in a land of liberty, regard freedom as a very simple thing. It seems to them the easiest suggestion of nature, the first dictate of a nation's heart: and yet, in practice, we see, that so far from being a simple attainment, it is the very last result at which civil experience arrives. Noth ing can be clearer than the truth, that man has a right to be free; but to reconcile liberty with'order, - to define the provinces of freedom and submissionf - fto bring a million different wills to choose the one right way - how to do this, is a problem, which cannot be solved without ages of time and power. We boast that We have solved so, it is. Not our own happy discovery it is the result of a thousand endeavors; it is wrought out by the' efl'o1ts of all generations; it is the last of chain of experiments; and there are steps in the demonstration, as there are years in the age of the world.
