A dissolution ofparliament took place. The city had, for some time previously to this mportant (era of City politics, been ria'present cd by two General Officers of the Army, the on. Mr. Howard and Gen. Stanaix, the latter ol'whom pre sided as Governor at the place. It was at this time that the Northern Baronet (subsequently the Earl of Lonsdale), a man of unbounded ambition, and deter mined on the accomplishment of every favourite pur pose, first opened his campaign ot'opposition to the rising spirit of independence.
