I prefer to keep up with the newest edition of this book - the 6th since 2005 and still to my knowledge now, March 2009 - but if you're not quite as fussy as I am about this kind of thing, this last edition has most of the same information.
I have one or two other books evaluating the safety of cosmetic ingredients, but this is the one that I always check.
I've often found toxic ingredients in products on the shelves of the organic grocery stores where I shop, even product lines that claim some sort of organic status. Since we haven't had a White House that weighed our interests more heavily than corporate interests 1980-2008, the FDA has been incredibly neglectful about cosmetic ingredients (amongst other things). So it pays to do your own checking.
