Excerpt from A Commentary on the Bills of Exchange Act, Chapter 119 of the Revised Statutes of Canada, 1906: With References to English, Canadian and American Cases, and the Opinions of Eminent Jurists Let it be granted that exceptional legislation is required for - or demanded by, rather than required for - the province of Quebec; what possible necessity can there be for the luxuriant variety of statutory pro visions by which the subject is regulated ia the various English-speaking provinces of the Dominion? In the compass of this short act, consisting of only thirty sec tions, we have special provisions applicable only to the province of New Brunswick, others that apply only to Prince Edward Island, and no less than ten sections, constituting about one-third of the whole chapter. That a ply exclusively to the province of Ontario, besides t e standing exception of the province of Quebec that we are always obliged to reckon with at every turn. It would almost seem that upon this subject the Dominion parliament had abdicated its function of making laws for the peace. Order and good government of Canada, and had simply contented itself with putting upon the statute-book, for all time, a sort of crary-quilt, made up of all kinds of lar and shapeless excerpts from the statute books of the various provinces. A foreigner reading our statute for the first time would naturally conclude that there must be something peculiar in the genius of the peoples of the several provinces, or in their methods of business. To which these peculiarities in the statute would be found to correspond; but, except as to the gerovince of Quebec, his conjecture would be utterly beai the mark.
