Little attention has been paid to the nature of EC relations with neighbours and partners in the South. This book from the Centre for European Policy Studies, Brussels does much to redress the balance. The book examines the obvious appeal of a common Mediterranean policy in relation to the economy of the region, Islam and Mediterranean security. However, it also recognizes the huge diversity of the region and a corresponding need for EC policy to take account of differences, as well as harmonies, exploring the special roles and demands of the Maghreb, the Middle East and Turkey. A key achievement of the book is that it punctures widspread illusions perpetuated by many policymakers on the "threats" of immigration, population explosion and a unified Arab or Islamic world. Undoubtedly, the character of the EC is still to a large extent determined by the decisive shift in the balance of power towards the North and West of Europe. The ideas aired here should help to lay the basis for a maturer and more fruitful relationship between North and South in the future.
