For a considerable period and in many articles I have opposed in the British Weekly the plan of the Referendum. That plan has had very influential support in both parties. Mr. Balfour placed the Referendum as the third item on the programme of the Unionist party issued at his contest for East Manches ter in 1895. Lord Rosebery in his attack on the Budget, published on June 22, 1909, complained that what was proposed was not a Budget but a revolution, a social and political revolution of the first magnitude.
