Jean Gayton Carroll, PhD is Assistant Professor, Division of Health Systems Management, at Rush University in Chicago and is the Editor of Aspen's Quality Management in Health Care Journal. She has extensive experience in quality and process improvement and policy and standards development, and has worked with Columbia HCA, Blue Cross and Blue Shield Association of America, and the Centers for Quality Assurance (Cairo). She served as the Director of International Programs for the JCAHO, and severed as a health care policy advisor to ministries of health and government-sponsored health care agencies in Saudi Arabia, Bulgaria, Czech Republic, Hungary, Romania, and Slovakia. A widely-published author, Dr. Carroll also wrote the first published statement of hospital patient rights, which appeared as the preamble to the 1970 edition of the Joint Commission Accreditation Manual for Hospitals.
