Excerpt from The Feeble Minded in New York, 1911: A Report Prepared for the Public Education Association of New York Though the problem of dealing effectively with the feeble-minded is intimately associated with the public welfare its immense impor tance has never been generally realized. The average citizen has no conception of the number of feeble-minded persons at large nor of the dangers attendant upon their unrestrained presence. Those who have studied the question, however, realize that the feeble-minded are a menace to our present day civilization and that the problem of caring for them can no longer with safety be ignored. They agree that the defect is often hereditary and incurable, that it leads to poverty, degeneracy, crime and disease, and that the oulyr way to deal with it effectively is to provide super vision and care that will last during the whole lifetime of the feeble-minded individual, certainly during the reproductive period. A year ago the Public Education Association of New York began a study of the after-life of feeble-minded children who have been in the public schools. Specific facts were soon disclosed, so seriou' that it seemed wise to make an extended study of conditions due to the unrestrained presence of feeble-minded persons in the com munity. The results of this study are here presented in the hope that knowledge of the facts will lead to remedial measures and to a recognition of the necessity for appropriate legislation and ade quate provision for the segregation of all feeble-minded persons.
